Add validation to frontend: username and character name can't be longer than 13 characters

From investigating the DB I noticed that the username field in both the "accounts" table and the "characters" table is limited to only 13 characters.... That means that trying to insert longer names will result in errors! Need to prevent it from front-end before registration! See image attached.
